Every framework has edges. Understanding where those edges are is as important as understanding what sits inside them.
The GCC FINA Quadrant measures two things: Now Adoption and Future Impact. How deeply AI is embedded in operations today. How much India is trusted to shape innovation tomorrow. Everything else — and there is a lot of everything else — is deliberately outside the frame.
That is not a limitation. It is a choice. And the choice deserves an explanation.
Why two variables and not ten
The temptation when building any research framework is to add variables. More parameters feel more thorough. A score built from twenty inputs feels more defensible than one built from two.
But more variables do not always produce better insight. Often they produce noise dressed up as rigour. When every dimension gets a score and every score gets a weight and every weight gets a justification, the framework starts to measure the complexity of its own model rather than the reality of the market.
FINA is built around two variables because those two variables tell the most important story about GCC relevance right now. Not the only story — the most important one. That is a deliberate editorial choice, and it is one we are prepared to defend.
What Now Adoption is really measuring
Now Adoption is not a technology audit.
It does not ask whether a GCC has purchased the right AI tools, signed the right vendor contracts, or published the right AI strategy document. Tools can be bought without being used. Strategies can be written without being executed.
What Now Adoption actually measures is whether AI has changed how the centre works.
That is a harder question. It shows up in things like whether GenAI is running in production workflows, whether teams have been redesigned around AI capability, whether AI governance is mature enough to support scaled deployment, and whether the organisation has genuine AI talent density rather than a small specialist team doing impressive work in isolation.
The distinction matters because the GCC market is full of AI adoption that is more performed than real. Many centres have impressive announcements. Fewer have changed how work actually gets done.
Now Adoption is designed to find the difference.
What Future Impact is really measuring
Future Impact is not a prestige score.
It does not automatically reward GCCs from famous parent companies, or centres located in premium campuses, or organisations with large R&D headcounts on paper. Size and brand recognition are easy to conflate with strategic importance. FINA does not make that mistake.
What Future Impact actually measures is whether India has been trusted with consequential decisions.
That shows up in whether India-origin work leads to IP. Whether India-based leaders have a genuine seat at the global table. Whether innovation infrastructure exists and is used — not just announced. Whether R&D concentration is real or cosmetic. Whether the India centre has budget authority or simply executes budgets set elsewhere.
The honest version of this question is uncomfortable for some organisations. A GCC can be large, well-funded, and highly regarded — and still not score well on Future Impact if its mandate is structurally bounded. That is not a failure of the organisation. It may simply reflect how the parent company has designed its global operating model.
But it is still true. And a useful framework should say so.
What FINA deliberately ignores
This is the part most frameworks skip. FINA does not.
Revenue and cost metrics. How much revenue a GCC generates or how much cost it saves tells us something about its operational scale. It does not tell us whether that scale is translating into strategic influence or genuine AI transformation. FINA is not a financial performance tool.
Headcount. A 50,000-person GCC is not automatically more strategically important than a 3,000-person engineering centre. Headcount is a proxy for size, not relevance. FINA ignores it as a scoring input, though bubble size in the quadrant visual reflects scale for context.
Parent company brand value. A GCC from a globally recognised parent does not start with a higher score simply because the parent is a more recognisable name. The framework evaluates what the India centre is doing and what it is trusted to do — not the global reputation of its parent.
Hiring velocity. A fast-growing GCC is not necessarily a strategically advancing one. Rapid hiring can signal expansion into bounded execution as easily as it can signal rising strategic importance. Growth rate alone tells us almost nothing useful.
Office infrastructure. Campus size, city presence, and facility investment are visible signals that generate press coverage. They are not reliable indicators of AI adoption depth or innovation mandate.
Awards and rankings. Employer of the year awards, best workplace certifications, and industry recognition are valuable for talent attraction. They are not what FINA measures.
The honest limitation
FINA has a genuine limitation that deserves to be stated plainly.
It is an outside-in framework. It assesses GCCs based on observable signals — public disclosures, talent patterns, leadership structure, innovation infrastructure evidence, and product contribution signals — not on internal data that only the organisation itself can access.
This means FINA is a well-informed external view, not an internal audit. A GCC doing genuinely important work that it has not made visible — through job postings, patent filings, leadership announcements, or product contributions — may score lower than its actual strategic position warrants.
This is a known trade-off. The alternative — relying on self-reported data — introduces a different and more serious problem: organisations optimising their responses to score well rather than reporting accurately. Observable evidence, even if incomplete, is more reliable than self-assessment at scale.
Why the edges matter
A framework without edges is not a framework. It is a collection of opinions.
The FINA Quadrant’s value comes precisely from what it chooses to measure and what it chooses to ignore. It is not trying to produce a comprehensive score for every dimension of GCC excellence. It is trying to answer two specific questions clearly.
How deeply has AI been adopted — now?
How much future impact is India trusted to create?
If you want to know which GCCs have the best employee experience, look elsewhere. If you want to know which GCCs have the largest campuses, look elsewhere. If you want to know which parent company has the strongest global brand, look elsewhere.
But if you want to know which India GCCs are becoming genuinely indispensable — and which ones are running a race they may not be able to win — FINA is designed to tell you that.
That is what the framework measures. And that is why it stops there.
